[petsc-dev] making manpages

I know I've asked this before, will make notes this time, but I get this
when I try to build the man pages:

18:27 2 mark/gamgdoc ~/Codes/petsc/src/docs/tex/manual$ make manual.pdf

 Please specify LOC variable for eg: make allmanualpages LOC=/sandbox/petsc
