[petsc-dev] I hate nagupgrade

FWIW firefox has update checker - and linux packagers explicitly
disable it..

BTW: Just to reword Jed's statement - its not 'library' thats doing
the check - but the petsc makefile [ via 'chkopts' target] at
example/application compile time.
