[petsc-dev] adding Report Typo and Errors link to manual pages

Barry,

Do you want this for only 'manpages' or all generated html?

if all generated docs - then this would be same as adding as the
version/date on the top-right corner.

If only manpages - then I'll have to add this to a location where the
manpages are generated/modified.
