[petsc-dev] Instructions for petsc-dev

I want to update my copy of petsc-dev.  Since I've been unable to
digest the recent discussion on this list,  I thought I should ask:

Are the old instructions here
http://www.mcs.anl.gov/petsc/developers/index.html#obtaining still
valid?

Will these instructions still get me petsc-dev? Note that, I do not
submit patches, and I use petsc-dev because it has certain features
that were not there in the previous release.
