[petsc-dev] Should MatRestoreRow zeroes cols and vals?

Hi,

   For some types of matrices,
MatRestoreRow zeroes pointer cols and vals (MatRestoreRow_SeqBAIJ),
and for other not (MatRestoreRow_SeqAIJ).
Should it always put them to NULL ?
It would help us prevent misuses.
