[petsc-dev] Latest changes to petsc-dev gpu support

OK.  I was thinking that if I used --download-txpetscgpu=yes, then
--with-txpetscgpu=1 would not be needed.  That is how I was previously using
the package i.e. just using --download-txpetscgpu=yes.
