[petsc-dev] error with build

  petsc-maint at mcs.anl.gov is for configure.log files; this goes only to people who will fix bugs and have big mail boxes.

  petsc-dev at mcs.anl.gov goes to everyone who uses the dev version and don't need to be bombarded with huge files.

  In general send "fail to build" emails to petsc-maint at mcs.anl.gov
