Hence my hesitation to change PetscInitialize() :(.

Looks like PetscOptionsInsert() optionally loads up ~/.petscrc and
$PWD/.petscrc. Perhaps this code can use $PWD/.petscrc. Will check
with Hong/Other facets folks..
