chapter on PETSc in the Encyclopedia of Parallel Computing

    I was asked to write a chapter of around 4,000 words on PETSc for  
the Encyclopedia of Parallel Computing. I have attached a draft. I  
would appreciate any feedback on errors, important missing topics,  
suggestions etc.
