porting nc_test

I've been working on compiling netcdf's nc_test program against our
library.  

There are two calls in the serial netcdf library used by nc_test for
which i cannot find any parallel-netcdf analog

nc_put_vara_text
nc_get_var1_text

Suggestions?

I've made a bunch of other smaller changes, which i'll write up as a
rough "porting guide" once i finish actually porting a netcdf
application :>
