[mct-ann] MCT 2.3.0 released

MCT 2.3.0 is now available on the website:  www.mcs.anl.gov/mct

New feature:  You can now specify what attributes are to be multiplied in a 
call to MatAttrVectMul.   See the documentation in the MCT API manual.

The amount of memory required during a Router or Rearranger initialization 
has been substantially reduced.

Notable bug fixes:
GSMap::init_index can now handle processors with no points.
The mpeu m_mpout utility now opens files with the string you provide (was 
not working as documented).

MCT Bugzilla bugs fixed: 33,45,46,47,48,49,52,53
