[mct-ann] MCT 2.4.0 released

MCT 2.4.0 is now available on the website: www.mcs.anl.gov/mct

There are several new features in this version:
New GSMap functions: copy,
determine the maximum number of  local segments (max_nlsegs),
determine if starts and lengths are in increasing order (increasing).

New MCTWorld function: logical to tell if MCTWorld has been initialized 
(initalized).

Router and Rearranger:  print Router info.

SparseMatrixPlus:  return Strategy as a character string for printing.

Improvements to old functions:
Another reduction in memory needed in Router init and Rearranger init.
No longer need to specify lsize in export routines.
You can now specify the initial value of an AttributeVector gather.
For Router and Rearranger init, check if input GSMaps are increasing 
(required but not previously checked for.)

Bug fixes:
Specifying a list of attributes in MatVecMul now works correctly (bug 
#74).  SparseMatrixToMaps correctly handles cases with one segment (bug #70).
Plug memory leak in export routines.
mpeu assert.H renamed to avoid conflict with OSX.
