[mct-ann] MCT 2.1.0 released

MCT 2.1.0 is now available on the website:  www.mcs.anl.gov/mct

The most significant capability added in 2.1 is an experimental 
multi-language interface using Babel.   So far C++ and python interfaces 
have been created. This is available as an additional download.

Other changes include additional compiler directives for the Cray X1 and an 
option to make the AttrVect:index function return quitely when an index is 
not found.

We have also added a web page for users of CCSM3 who may have MCT related 
problems when porting or debugging:
