[POOL] Proposed handicap reduction

I don't think it will change that much for me since my score won't change all that much with only a 10% drop; however, it will bring the higher ranked players closer to me.

I'm doing it currently by losing games continually. But some help from the league is welcomed as well.

I'm OK with it. If everyone gets lowered 10%. Overall, it works out to fewer games played.
