I don't know if there's still a record of your handicap (other than on my 100 year-old phone ;) ), so you may need to be retested; talk w/ Dean (Bass), the current League president to see what he says. Everyone's handicap was scaled down a couple of years ago after you last played iirc, so your handicap would have to be adjusted anyway.
