<P><FONT SIZE=2>Once again I am sorry that this has occurred, as I discussed with Ron this is a new DOE policy and we were unaware of it at the time we were organizing the retreat. In the past we only needed 10 days to process non-U.S. citizens (which we did include in the announcement), this oversight is my fault for not staying current on these rules. Everyone involved and even some that are not involved have done everything possible to fix problem but I am sorry we have not been able to. The choice to hold the retreat onsite at ANL was made not to exclude individuals; but instead allow more people to come. When the organizing group looked at holding the retreat offsite in the Chicago area the cost per person increased 4-5 times the current fees. An informal poll led us to believe that registration fees that high would not allow as many people to attend. As Jim Feigl discussed with Ron on Friday we are looking into a way to have either ANL or UC or our research group on its own find a way to reimburse you for any losses. At this time I would like to extend another offer; we would like you and any of your colleagues at Ryerson to come visit the AG team at the University of Chicago in May. You can reuse your non-refundable ticket for travel and we will pick up the rest of your travel expenses. I know this is less than ideal, but there is nothing we can do about the DOE policy at this time, and this would allow you some focused time with the AG group.</FONT></P>
<P><FONT SIZE=2>Again I'm sorry, please don't let this unfortunate event reflect on the AG community in a negative way.</FONT>

<P><FONT SIZE=2>This is simply outrageous. I didn't know that the USA had second-class citizenship for some Canadians. What an absolute disgrace! Is the US government also preventing its own US citizens who were born in "certain countries" from attending? I thought this project was all about open source development around the world. </FONT></P>

<BR><FONT SIZE=2>> can not get back (no refunds on plane ticket and I have no idea </FONT>
<BR><FONT SIZE=2>> what happens </FONT>
<BR><FONT SIZE=2>> to the hotel reservation).</FONT>

<BR><FONT SIZE=2>> I was about to send this email out to the list on Tuesday March 25, </FONT>
<BR><FONT SIZE=2>> but I didn't. My manager has since talked to Mary Fritsch and Michael</FONT>
<BR><FONT SIZE=2>> Papka and </FONT>
<BR><FONT SIZE=2>> they have been more than willing to try to help with this matter </FONT>
<BR><FONT SIZE=2>> (Thank you </FONT>
<BR><FONT SIZE=2>> guys). But it turns out that even if the conference was not taking </FONT>
<BR><FONT SIZE=2>> place on </FONT>
<BR><FONT SIZE=2>> ANL grounds, since DOE is sponsering the conference the same rules </FONT>
<BR><FONT SIZE=2>> would </FONT>
<BR><FONT SIZE=2>> apply.</FONT>
<BR><FONT SIZE=2>> </FONT>
<BR><FONT SIZE=2>> I have no beef with the ANL staff since they have been trying to get </FONT>
<BR><FONT SIZE=2>> this resolved on my behalf. I just wanted everyone to know....up to</FONT>
<BR><FONT SIZE=2>> this point I </FONT>
<BR><FONT SIZE=2>> thought AccessGrid was a worldwide phenomena.....but apprently not </FONT>
<BR><FONT SIZE=2>> according </FONT>
