A couple options that you might consider are:

	http://accessgrid.org/project/vpcscreen

Either of these are probably good options, though you said you didn't want a streaming solution.

Sometime back I wrote a simple SharedImageViewer demo application in Python that allows users to select local images to share with collaborators.

	http://www.mcs.anl.gov/~turam/AG/SharedImageViewer.zip

If this is more of what you have in mind, it could easily be extended to meet your needs. I'd be willing to discuss that further with you.
