3.2-Beta! I wish I had noticed that earlier! Yes, definitely stay away 
from that.
There are known problems both with DVTS (and H264) in the beta.

Now that you've discovered that, I have to say I have never seen the kind of
artifacts that you show us in your DVTS image.

I'm connected to your sever now but I guess you must have turned off your
stream. I will check it again later.

Also, you should check trying to receive an external stream as well. If 
you go
to the RIT Venue at 
https://vv3.mcs.anl.gov:8000/Venues/8cdd226521d429b68e7e8c0158a6a663
there should be several DVTS streams available.

As John said in an earlier email, make sure multicast is working (there are
independent ways to test that). But it looks like something in your machine
or local network possibly.
