[AG-TECH] CVS AGTk client cannot connect to default server (RH9.0)

That file is created during the last step of the source install process:

% source $GLOBUS_LOCATION/etc/globus-user-env.csh
% $GPT_LOCATION/sbin/gpt-postinstall

Have you done this step, and you still don't have the file?
