[I have a lot of questions, but thought I'd like to start out with answer
first:]
 
Q:
My predecessor Kay asked if there was a way to use an automatically loaded
startup file in Windows, as you can in Unix.
Vic is setup to automatically load:
~/.vic.tcl
 
A:
On Windows, tcl uses the value of the HOMEDIR environment variable to decide
where to look for "~".
